I was stunned to see this car a few days ago when I was surfing the web. Apparently, these are welter weight race cars that are made for racing. They are called dwarf cars as well primarily because of its size.

Dwarf cars are "real" race cars, not family go-karts.  With modern design suspension, Dwarf cars are achieving speeds similar to the fastest full size cars.
